Nuclear sites/Oil Gas Refineries - lightning protection failures

Lightning ProtectionPosted by Sheila Oliver Sun, June 11, 2017 08:20:13
Email sent - 06/06/2017 05:41

Attn of the Prime Minister

Dear Prime Minister

Please see the following article which confirms my concerns and fears for sub-standard scam lightning protection, which has been installed on UK nuclear sites and oil and gas refineries in the UK. The Office of the Nuclear Regulator (ONR) and the HSE are fully aware of my concerns, but they are both satisfied that such scam lightning designs are adequate for public protection. It is fairly obvious to me that both the ONR and the HSE are turning a blind eye to serious H&S irregularities and anomalies regarding Lightning Protection System.

I call for a full, forensic investigation into my allegation that scam Lightning Protection is being approved nationwide in the UK by the HSE and ONR.

Your Secretary of State for the HSE, Penny Mordaunt, is fully aware of this situation but has chosen to turn a willful blind eye.

With thanks

Yours sincerely

Alan M Dransfield

Saudi Aramco

Anti Fraud Manager

Dear Mr Dressler

You will recall I alerted you that scam lightning protection had been installed on Saudi Aramco Facilities two years ago.

Please see the following article from the Institute of Lightning Engineers about DAS/CTS. This article confirms the DAS/CTS are, in essence, a Scam Lightning Protection System. Hence all Saudi Aramco Oil and Gas Facilities which have had the DAS/CTS installed are sub standard and unsafe. As you are well aware, I am a former Saudi Aramco pipeline engineer and I reported this scam/fraud over a decade ago. I would be most grateful if you would elevate this matter to the Saudi Aramco CEO.

In the mean time, I will alert the Saudi Arabian Ambassador to this urgent matter.

With thanks

Olympic Stadium still unsafe

Lightning ProtectionPosted by Sheila Oliver Sun, February 26, 2017 07:49:59

Email sent - 22/02/2017 06:04

Attn the London Assembly

Ladies and Gentlemen of the London Assembly

I wish to inform the London Assembly (LA) that the New Olympic Stadium (NOS) is unsafe and unfit for purpose because it has not been provisioned with adequate Lightning Protection System Safety (LPSS) and is non-compliant to the BS-EN 62305/2008.

Over the past 2/3 year period I have alerted all the oversight authorities on the stadium including the Mayor's Office, London Legacy Authority (LLA)and UK Sports Stadium Safety Authority and to date all of these have turned a willful blind eye.

The principle contractor, Balfour Beatty, is fully aware of this serious safety matter, but has also turned a willful blind eye and claimed they have bonafide Lightning Protection Certificates (LPC) for the stadium. I can confirm I have had sight of such LPC's but I can also confirm such LPC are fraudulent.

My allegations can be be verified by a simple 10 minute ocular inspection of the roofing materials which are non-metallic, hence, of zero electrical conductivity value for the dissipation of lightning strikes/charges. In order for the lightning protection to work effectively on this stadium all the roof material shall be metallic to conform with BS-EN 62305.

A simple, 5 minute ocular inspection of the project Lightning Risk Assessment document will confirm the playing area, track and a large percentage of the stadium area was not protected with any Lightning Protection System. Balfour Beatty claim that the Stadium has a Farraday Cage principle Lightning Protection System in place. More like a birdcage.

The worst case scenario if the stadium is struck by lightning during an event is several hundred or thousands could be seriously injured or killed. The roof design and manufacture would not withstand a heavy snowfall either.

To compound matters further, the crowd capacity for this stadium stands at 35.000 at this juncture, which is regularly surpassed. See the Crowd Capacity Certificate issued by Newham Council. The Lightning Protection has been willfully and knowingly compromised by Balfour Beatty as a cost cutting exercise to limit the Roof Steel Design. Most second grade school children will confirm that Roofing Material can be used in Lieu of Lightning Finnial but they must be metallic. A quick perusal of the all the roofing material will confirm they are PVC /Polycarbon which has zero electrical conductivity.

It is, therefore, hardly surprising the stadium budget has gone through the roof. So will the lightning because there is nothing to arrest it. My synopsis of these LPS failures and irregularities are supported by one of the World's finest lightning experts in the US, and I can forward his contact details if you so wish.

I call upon the London Assembly to alert HM The Queen and to ensure HM the Queen and other royal member resist attending any function at the New Olympic Stadium. I have also serious concerns for the remaining structure in the Olympic Park. Balfour Beatty are notorious scoundrels for cheating on Lightning Protection Measures. I have included the Balfour Beatty National Safety Manager Mr conductivity valves of PVC/Polycarbon.

In short, the Olympic Stadium is a lightning catastrophe timebomb and public safety has been knowingly and willfully compromised.

For your information, action and files

Yours sincerely

Lightning doesn't cause fires, who'd have known it?

Dear Mr Bradshaw MP

As you are aware, the Devon Fire Authority are under the illusion lightning doesn't cause fires.

No person applying a right and proper mind would make such a statement.

Is Mr Bradshaw too busy with the Labour leadership issue to act?

Dear Mr Bradshaw MP

Forches Primary School

As you are aware the 500 plus schools in Devon under the Devon County Council remit have not been provisioned with any Lightning Risk Assessment.

I have recently received a Risk Assessment Schedule for this school along with the latest Lightning Protection Test results.

The Lightning Test results confirms the Lightning Protection System does NOT comply with the BS/EN/ 62305/2011.

Their risk assessment schedule also confirms the school has asbestos within the building and does NOT include any reference to lightning.

I have to say that this particular school is relying upon a generic Risk Assessment ref the Devon County Council Education Authority ref their form RA03, which at best is unsafe and at worst, unlawful. Risk Assessment shall be site specific.

It must be assumed the other 500 plus schools are also reliant upon generic risk assessment form RA03 for all risks. This is a very dangerous practice and I call upon my MP to call for a public inquiry into all aspects of Health & Safety at Devon Schools.

For your information, action and files

Yours sincerely

Concerns for public safety at Forches Cross School

Lightning ProtectionPosted by Sheila Oliver Sun, July 03, 2016 07:59:35

Email sent - 29/06/2016 07:00

Headmaster at Forches Cross School

Dear Mr Wisken

Further to my earlier email expressing my concerns for the public safety at your school.

I have just noticed another serious anomaly on your Lightning Certificate .

In particular, your Certificate of 5/12/13 stated there were many items requiring bonding (ie equipotentional ) and on the bottom of the sheet it stated (works undertaken to address).

However, on your certificate 2014 and 2016 the Certificate claim this to be an OPEN ISSUE. Certificate for 2015 was not included.

In a nutshell Sir, your school appears to be deploying teachers to undertake risk assessment for all facets which is a very dangerous precedence; teachers teach, engineers and technicians conduct risk assessment.

It is fairly obvious from your LPS Certificates and Risk Assessment Sheet RA 03 that your school and you in particular are failing your duty of care to protect the children and staff at your school from lightning and other serious H&S issues, ie,Asbestos, Legionella, etc.

For the avoidance of doubt, I will attend your school premises and point out these life threatening faults free of charge.

For your information, action and files

Yours sincerely

Attn The Governors

Dear Sirs

Please be advised your school is non compliant to lightning regulations and has compromised safety of the pupils and teachers.

I have drawn this conclusion from recent Lightning Test Records via the FOIA. I also believe your school are neglecting their duty of care ref Risk Assessments in general.

I am able to discuss this matter further via this email.

With thanks

To: BRADSHAW Ben <BradshawBP@parliament.uk>

Dear Mr Bradshaw

As we now enter the summer we can expect more frequent thunderstorms.

Please see the BBC report ref the Lychett Minster school fire caused by lightning a couple of years ago.

As you are aware, the Devon County Council have failed their duty of care to ensure over 500 school under their remit have been provisioned with any Lightning Risk Assessment.

Shall we wait for body bags before you do something?

For your information, action and files

yours sincerely
